Some people got interview invites for sure - I am still waiting and fear that waiting means dinged because I see what looks like a 1-week delay between an interview invite and a rejection. I’m hoping I’m wrong, but if I get rejected on Monday then my theory will have been correct I guess.
Hard to not overthink any weak signal you see, hard to wait, but it’s what we have to do!

Well... I applied on the 8th
Interview invites went out Monday for people who applied on the 7th/8th/9th of Jan
I expect to be rejected on the 13th
I could be wrong - I hope I’m wrong!

Have the interview invites been rolled out for Jan 11 Applicants (merit fellowship) deadline?

Also is it a possibility that no decision be made on the application and we assume it as a rejection? or they will always explicitly send a rejection mail

Rejection is unpleasant, but manageable. Receiving a negative review doesn’t mean that you are a poor candidate. It simply means that, for some reason AdComs did not find you interesting for their program. You must investigate these potential causes further. While schools clearly define their criteria for filtering the candidates, applicants still question, "What are these schools exactly looking for?"
