i don't think it is recorded; anyway that time is to prepare so don't sweat

You can, but 30 seconds is too little time to write anything on paper. Make a mental note and speak. Try to make one or two points and conclude, like Toastmasters Table Topics.

The camera remains active from what I recall but its not recorded, and preparation time is well for preparation so dont worry about it
