Do we have strict word limits in essay 2?

I’m interested in applying to th dual degree program for MBA/MPH and understand Berkeley has it where you can I apply jointly to the program. However, I’m also interested in applying through Consortium to be considered for the fellowship. Does anyone know how submitting the application work in this case?
