I have a 700 in GMAT. But the quantity score is 45 which is only 57 percentile. Does that mean 700 is not good enough

Unless you have a strong academic background to offset the QA score, then it surely won’t be good enough. But again, it wont be a gone deal if other aspects of your profile are good enough.

what good profile means is it only good academics good experience or your organisation name college name matters ?
