The downside is that round 3 will have a limited number of seats. The school does give out admits in every round. The downside is that you are applying in a more competitive situation. Having said that; there are admits in round 3 as well.
Try to apply to r2, if its not possible apply to r3. There's another aspect to this situation. The applicants hedge themselves with multiple admits, and apply to multiple schools with a target school in mind. Once the cycles start settling in they move to their best option, which does turn the tables by March.
Think of this as follows: The MBA admission process is like a meandering river, where multiple applicants start together, explore different schools, encounter competitive rapids, and branch into various tributaries of acceptance and rejection, ultimately leading to the confluence of their paths before choosing the target school. So the balance of seats shifts slightly differently in each school by the end of the application cycle.
So R3 is most competitive amongst the application rounds, but it's not that it's not worth trying for.
