My 2 cents,
I submitted everything including video essays on 21/12 and recco were submitted few days earlier to that.
I received invite on 21/01,so am pretty sure Kellogg wants to collect all data points before evaluating someone's profile and alumni who interviewed me confirmed the same.
People who get waiver is due to sudden spark in candidate's profile in same or nearby location due to which alumni availability become very restricted and hence the waiver. So in such situations if you have got the interview invite with adcom after the waiver then it apparently means they have gone through your application and seriously considering you to confirm everything you said in your application. People in those situations can better assess their chances of final acceptance (depending on how interview goes) rather than people who are interviewed before their file is assessed.
Almost all the people I have spoken to have done extremely well in their interviews,so even a minor data point becomes major decider between an acceptance,reject or wait-list.

I submitted my application on 31st Dec 11PM
But my recommendations were submitted only on last day/ a day before.
btw, any idea how's the selectivity in Kellogg 1Y format? In one of the webinars I heard around 450 people applied for 120 seats. Any latest updates?

Sorry, if you mentioned this somewhere here... but when did you submit your application?
One reason for the waivers could be the rush of submissions towards deadline (and the subsequent spike in candidates to be interviewed) .
I submitted mine on the last day of R2.

I'm from an over-represented group (Indian Male Engineer) but I received my interview invite just few days after submitting my application. I'm sure my application was read later. Very hard to predict what criteria they are using
