Is there any way we can get a waiver for the English proficiency test? By writing to them or showing some other proof of language proficiency I’m an indian applicant

In the webinar they were quite vocal abt Ielts and TOEFL And it's the USC policy. So not sure abt that

TOEFL/IELTS is mandatory for indian applicants? My medium of instruction for my bachelors institute was English. If yes, Is there a chance we can submit this score after the application submission? I'll have to take it over this weekend and then submit the score.
