This is what I got from Sandy Chambers in the Tuck Financial Aid Office:

A: Many of Tuck's Scholarships are a combination of need and merit based
funds. We do have scholarships that are merit based. What we do when
determining an applicants financial need, we used the same methodology
that the Federal Govt uses when determining need on the FAFSA - for
need-based Federal aid eligibility.
Q: What is the purpose of the biographical essay?
A: The scholarship committee will review the biographical essay. This is
separate from the admission process. This gives you an opportunity to
tell us about yourself & you can include any items you feel are
important.
The second answer didn't provide a lot of details, but I think I know where to go with this....
