Thank you for the responses.
So I am Australian with Cantonese as my mother tongue, however I am unable to read or write (there is no official written form of Cantonese, I believe the written form is Mandarin which I only have basic knowledge of). Could this still count as practical knowledge in a second language?

Most likely not because you would have to provide proof/evidence of the language assessed to practical level (which is a higher level than basic level) in both oral and written forms.

I would enter Cantonese as your native language, for which you should not (i did not) have to prove. I then put English under fluent. Ended up with an interview, so it worked for me. Hopefully it works for you too!
