Yes. Some of my friends who work in consulting firms said that the big consultant firms do care about pre-MBA experience. They judge candidates based on candidates CV. If someone has worked for big international company, then this candidate does have some advantages over other candidates.

No, MBB doesn't require you to have any consulting experience. They just need you to have a really strong logic and analytical skill. That's why they prefer candidates who graduated from top B-schools and got top tier GMAT score.
Top Consulting firms do not require you to have prior consulting experience. Probably the most important criteria when trying to secure an offer at top consulting firms is going to the right school and being good at the case interview. Schools like Kellogg, HBS, and Wharton are major feeders where top firms will interview and hire many interested students. Once at these schools where getting an interview is less of a challenge, being great at the case interview is the next most important thing. Firms are very open and will hire students from all professional backgrounds if they are at the right program and show strong potential for success through the case interview

I would not say all firms require pre-MBA experience, but you know what, it always helps to have an experience as it strengths your odd of getting hired.
Also the Veritas team mentioned, choosing a good college for your fit and requirements is important too.
