A. its victims unless inoculated - not clear who is inoculated – victims or rabies?
B. its victims unless they are inoculated – Clearly they refers to victims, the only plural noun before inoculation- right answer
C. its victims unless inoculation is done – inoculation is done to whom? No clear modification for inoculation
D. the victims unless there is an inoculation- no proper modification for inoculation
E. the victims unless inoculated - who is inoculated? Same as in A.

B . its victims unless they are inoculated - the pronoun "they" is required to point to the antecedent.
C . its victims unless inoculation is done
D . the victims unless there is an inoculation
E . the victims unless inoculated
