in a nutshell, no. in
But a deeper answer is: Coming from an underrepresented minorities group definitely helps in your admissions. but there are many other factors. For example, if in a certain year, fewer people apply from Pakistan, or fewer lawyers or accountants or women or XXX then, if you are a member of this group, your chances will be higher (As schools try to build a heterogenic class)

of course. every individual is considered differently... I don’t know your background, but if you grew up in the US, and have US citizenship, it is probably "better" to apply as a US candidate BUT, for a deeper profile analysis:
