A. devastation and enslavement in the name of progress that has decimated native peoples of the Western Hemisphere
- has come is the wrong tense

B. devastation and enslavement in the name of progress by which native peoples of the Western Hemisphere decimated
- Will go with this. You personify certain qualities, here it's devstation and enslvement. 'decimated' is also in the right tense.

C. devastating and enslaving in the name of progress those native peoples of the Western Hemisphere which in the name of progress are decimated.
- present participle not desired here.

D. devastating and enslaving those native peoples of the western Hemisphere which in the name of progress are decimated.
- Same with C

E. the devastation and enslavement in the name of progress that have decimated the native peoples of the Western Hemisphere
- 'the' makes 'devastation and enslavement' seem to modify something, which isn't in the sentence.

B it is.

i go with A. In A, that has clear referant 'progress' which has decimated the native people ..............................

in E, the verb after that should be singular.
D has tense problem.

A) "that" refers to the preceding word "process" which is singular. so we need "has" instead of "have"

I guess it should be E

the devastation and enslavement <in the name of progress that > have decimated the native peoples of the Western Hemisphere

arent both devatation and enslavement a cause of the decimation ?

I still think "E", becose devastation and enslavement in the name of progress is plural, I beleive. In other words devastation in the name of progress and enslavement in the name of progress create a plural subject.

one more for E
which of the two decimated,
HAVE- if "devastation and enslavement"
and
HAS- if "progress"

logically it can not be "progress"

devastation and enslavement have decimated -----

again, "in the name of progress" is a prepositional phrase.

I chose (A) until i saw the subject/verb error in it. In (A), 'devastation and enslavement' is plural and should go with '...that have' not '...that has'
It's (E) for me.
