seems fine.

(C) caring for children with food allergies increased, families having spent an estimated
same error as A.

seems fine ,hold on to it

(E) providing care for children with food allergies increased, with the result that families spent an estimated
"with the result" ? cost has increased due to families spending money?? cost and spending happened simultaneously??
doesn't make much sense to say this way. incorrect

between B and D, adverb is modifying verb in B .makes sense
in D ,families are spending a collective estimate?
B seems much better than D

"with the families now spending an estimate of XYZ" makes it sound like each family is spending XYZ amount per year. It should be "an estimated XYZ". Also, if I have to choose between 'cost of caring' and 'cost of providing care', I think the latter depicts a better picture.

This eliminates options A and C. There are other errors too in Option C, but let's not get into that as they will be addressed below.

(B) Since it's mentioned that the increase has happened throughout the past decade, the use of 'has increased' is correct. Moreover, it has the mentioned 'an estimated' at the end. Let's hold on to this option for now.
(D) A collective estimate is wrong. D is out.
(E) 'increased' instead of 'has increased' is used, which, as discussed above, is incorrect. Hence, E is out, too

Option B is the correct answer.

iii) Tense: Use of past tense increased is incorrect as the sentence talks about an event happening in the past(throughout last decade) and it is still continuing in the present(with families now spending) thus it needs a present continuous tense

WRONG: "Having Spent" is incorrect usage in GMAT

Doesn't make sense to say, throughout the last decade, something has increased. Should have been -throughout the last decade x increased- in my opinion

Has to be cost of providing care and not cost of caring

(D) providing care for children with food allergies has increased, with families now spending a collective estimate of - Wrong
estimate of is wrong.

"Throughout" suggests a continuous process.
Options A, C, and E all have “increased” in them. It suggests the increase happened but did not continue.
Between B and D we see that B correctly modifies.
Hence answer B IMO

The correct answer is D
The choice A and C are wrong because it is not
Logic to say a cost for caring we should use a cost for providing care,
Choice B is wrong because of "collectively spending "
Choice E is wrong because of "with the results"

(E) providing care for children with food allergies increased, with the result that families spent an estimated- use of past tesnse to denote something that happened changes the meaing of this question as the question is also talking about 'now'. As far as i know though, any tense can be used with throughout
