I unfortunately don't have time to retake, unless I apply in R3 for schools such as NYU.
Is a 690 not good enough?
Online GMAT (690): Q47, V37, IR6
In-person GMAT (690): Q48, V35, IR2
Does online vs in-person matter? I want to apply to schools like NYU - so I assume the higher quant would be better, however I scored pretty poorly in IR. Any suggestions on which score to use?

Hey, R3 for NYU is same as R2 for almost all other schools, it's in January. So, I would suggest retaking the exam because as you pointed out 2 in IR looks odd, also you have a very good chance of crossing the 700 barrier which will be a nice added advantage.
In case you decide not to then I'll let someone with more experience in this area to suggest which one to go with and whether IR score can create a problem
