Since, |3x| > |4y|
therefore, |x| > |4y/3|
therefore, |x| > |1.33y|
Statement 1: x > 0
If x is positive then whether y is Negative or positive x will always be greater than y. Hence,
SUFFICIENT
Statement 2: y > 0
Since sign of y is unknown so x may be greater than y for positive value of x or x may be smaller than y for negative value of x
e.g. @y=1
x may be +2 or -2
NOT SUFFICIENT

I believe, a better way to look at the sufficiency of statement 1 is as follows:
Given, |3x| > |4y| ---> |y| < 0.75 |x|
Now per statement 1, x>0 ---> |x| = x ---> |y| < 0.75 |x| ---> |y| < 0.75*x
Clearly, if y > 0 , then the maximum value of y < 0.75 x ---> y < x and if y < 0 , it automatically makes it x>y as the statement 1 says that x>0.
Per statement 2, y > 0 , you can use statement 1's work here to see that you need to know the sign of x to make this statement sufficient.
Example, consider 2 cases:
y = 4, x = 6, then yes x>y but if y = 4 and x=-6, then x<y , giving you 2 different answers for the same statement --> not sufficient.
