Statement 1 contains only info about X; therefore, insufficient
Statement 2 contains only info about y; therefore, insufficient
Together, X can be any number less than 500 while y can be any number less than 400; therefore; the value of X+y can not be known, so insufficient

As I understand the question can be restated as "Of all the multiples of 100, 500 is the closest to X, 400 is the closet to Y". The question is "Of all the multiples of 100, which number is the closet to X+Y"

Just mean that 450= 550 or X<=450, 500 is not closet to X, but rather 600 or 400 may be the closet to X.

Similar to Y, 350<Y<450.

So 800<X+Y<900. Since X+Y is a range of real number, we cannot know which multiple of 100 is the closet to (800;900). It may be 900 or 800.

Consider two cases, both dont help to solve.

So E must be the correct answer.
