IMO:E.

statement-1 x=90.

We dont know anything about the sides. It Can be square or a rectangle or any other quadilateral.Insuff

Statement -2 AB=CD.

We dont know anything about angles.Insuff

Statement 1+2.

We dont know if Ab is parallel to CD or not. Thus quadilateral could be a kite also. Also nothing about BC and AD is given.

Properties of Rectangle:
1. All angles are 90 degree
2. Opp sides are same
------

Option 1: we just know about one side , which is 90 degree. But we don't know anything about other angles.
Hence, Insufficient

Option 2: It mentions that 2 sides are same. It fails to provide information whether 2 sides are parallel.
It also fails to provide information about other two sides.
Hence, Insufficient
