Subway ridership is projected to increase by 20 percent over the next 10 years. Officials predict that this increase is sufficient to ensure that the incidence of delays due to crowding does not increase.

I am kind of confused to choose between option A and C,
But I will end up by choosing option ’C’ (As it somewhat makes sense than option A according to my opinion).

What’s the correct answer in the end? Anyone?
