Yeah D is the better option and the correct one but what’s exactly wrong with C?
One thing that I noticed is that the statement says "population declines in general" while the environmentalists mentioned only the population decline of amphibians.
I wonder if that could be why it’s wrong

C says its certainity isnt warranted -> but the start of that lines says these declines IF REAL so why are they so certain ?

I think D -- because if large scale pollution comes as a result of the incineration - it won’t really help to reduce the pollution. C doesn’t impact the conclusion as much as D because last year nothing was recycled -- so there’s no proportionate comparison there, it does not impact pollution levels as much as D directly does.

648 -- Man, the GMAT is good! I got that D is the answer and spent trying to understand logical coherence of C, totally forgetting that wrong answer choices don’t have to make sense or be logical in anyway :D

So I don’t think anyone would agree to it because they might wna utilize the 2 attempts for themselves
