for the first question, it seems to me that there are two possibilities:
paperbooks: 11
hardcover: 6
total cost: 238

or

paperbooks: 12
hardcover: 6
total cost: 246

can someone clarify?

The question is asking for the number of hardcover books bought. Combining the 2 statements, the number of hardcover books cannot be more than 6 even though the number of paperback books bought can vary (hence, your 2 possibilities).
