It almost has to be the former..I had a short interview as well...Short usually means that he is less interested in the core-questions they provide (the admissions committee) and more interested in getting to know your personality and what you based your school selection on. If a person finds you totally unacceptable or boring he/she will probably still go through the motions..

I am international, and i see a guy in my country has received offer. So i am frustrated.....

I think its basically based on the adcom deciding on your application..Many interviewed towards the end of november so its probably they who are getting early admits...I am also from India, but received the an interview invite only on the 28th of November (Thanksgiving day) much later than many Indian applicants..CDheeraj for example interviewed on the 13th of November a month before he finally got the answer..hose of us that interviewed much later would probably have to wait for a decision since the entire process takes a bit of time. The last interviews were scheduled for today so rest assured they WOULD CERTAINLY be announcing more in the future..

I specifically asked about scholarships during my phone call and they said e-mails about scholarships for RD 1 applicants will definitely be out before the end of year.

In the mail, it is mentioned that they currently do not have info about the financial aid and if you are chosen, you will receive a mail by the end of year.
