The given question as such has been disowned by MGMAT vide <https://www.manhattanprep.com/gmat/forums/too-many-present-perfect-tenses-t21499.html> They have also offered a revised question. Souvik may perhaps like to amend the given question.

Won't the comma without a conjunction makes this a run on sentences?

As we have two independent clauses in this sentence.

Please clarify on this.

Please clarify on this.

The clause "some of whom...." is not an independent clause, but (a subgroup modifier) dependent clause. The relative pronoun "whom" indicates that the clause is not independent.

"Some of whom have attempted...." cannot stand as a sentence by itself.

Can't option A be run-on here?

Can there be choices on GMAT which would differ only between passive and active voice?

In rare cases, yes.

It will help you if you know the difference between the two and when to use which. The wrong usage may sometimes alter the meaning as well.
