I`m not expert but i believe D is grammatically correct but is a little wordy, and if you see B, the first part of sentence are modifying the governor and GMAT really like it.

Yes, B is more concise than D. Furthermore, there is no ambiguous pronoun in B. His clearly refers to BF.

I'm not an expert, but I would clearly suggest that you try to comprehend what the original sentence is telling. In SC, the original sentence sets the tone, thus, you must find an answer choice that is not only grammatically but also logically correct.
Original statement says that the governor identified the problem with the quality. Then, he advised Mr. Benji to do smth...

B is the concise version of D.
E is changing the meaning my referring to Benjamin, instead of William.

For those, who are confused as to why the answer is B, and not D or E:

B is the concise version of D.
In E, the modifier is changing the meaning by referring to Benjamin, instead of William.

logically,
D says that Governor William encouraged Young Benjamin because William (Could be another person named as William Keith) perceived ....
Thus D is incorrect.

IMO none of the options are correct. If he and his should have the same antecedent, then none of the options make sense. Experts please help. Thanks!

The original sentence has pronoun error. lets read the sentence.

Pennsylvania Governor William Keith Encouraged (somebody) the Young Benjamin Franklin to (do something) Open His Own printing
Because he (who????????, is it governor or ben) Perceived That the quality of printing in Philadelphia

since the use of "he" is ambiguous, option A is not right.
