First, I checked the answer choices to know what the spacing is before I went to calculate the answer. Since they were spread somewhat, I could be a bit more generous in my estimation for each number.
   + 10000 + 35000 + 28000 + 2000 = 75000

the answer choices are given in a way that we dont require to get into extensive calculations..

fellows= 9000 approx..
total = 3500+28000+2000=65000..
so 9000/65000..

lets see the choices..
A. 9% 
B. 12%
C. 18%
D. 25%
E. 35%

What can be the broad limits of x..
1) The value has to be greater than 9%, as the denominator is 65,000.. for 9% it should have been 100,000.. so A out..
2) the value has to be smaller than 18%, as the denominator should be less than 50,000 ... so C,D and E are out
