When you say R2 next year, do you still mean this admissions season so Jan 2020? If yes then it's imperative to get started soon, especially if you keep a long list of schools. (FYI most of our clients apply to 3-6 schools per round; I have occasionally seen 7 but have not worked with anyone who has managed to effectively complete more than that # of schools in a short timeframe fyi so think about your school list carefully).
It sounds like your work experience and recognition there is solid, and your international travel and community experiences are small plusses. Being female can be a very small plus all things considered, but you still have to be a great candidate overall, and being from SE Asia won't particularly help in most cases to be honest, but holding that scholarship sounds like another positive especially if it was a competitive one to receive, and your 700 GMAT is a good start but I'd like to see you hit 720-740 ideally.
Perhaps you were thinking next year (?) because also wondering how you will fit in your GMAT retake and a long list of schools... also keep in mind that Columbia has rolling admissions as opposed to rounds, and it is good to get your app in there as soon as is possible.
