Hi SanjayMBA,
1) Any particular reason for Rotman? Presented well, you could get good scholarships to top notch US schools.
2) All things equal, R2 has generally been better than R3. That said, DO NOT APPLY until your application is ready, whatever it takes.
3) You didn't write anything about your post-MBA goals, your LORs etc. They will give a better idea of whether you are ready.
