the order of preference is: due to<since < because.

I'll go for 'D'.

Can we say "likely most" as in A & B?? sounds awkward to me.

'E' unneccesarily introduces a clause.

I would choose D. the phrase "to do so" follows on correctly from the preceding phrase "Although Ms Bakara couldn't do X." The phrase "if not most" is the only one that makes sense in the context of the sentence.

Likely most is not concise...

We need to contrast the number and "not" is always is a good fit...

Shud be D.

Reasons:
A : usage of "likely most" is unidiomatic.. (great..even I started using this word ))

B : Tense problem (should have).

C : doesnot fit in to the sentense. 'so speak on this...'

E : use of since. I guess, its a bit awkward. Also, use of 'believed...likely' is inapt. I guess, there is no need of likely 'coz belived it self is a assumption. (not sure abt this)
Also ,'that' shud be there.

Likely most is wrong usage. It should be MOST LIKELY. LIKELY is an adverb, which can only be modified by an adverb.

and more, most are other adverbs which are comparitive and superlative form added to the adverbs. Although they can be used in pre-postitive or post-positive positions, but when used, they can change the meaning dramatically...
