I would choose B

Notice that "they" is already been used in the part of the sentence that is not underlined (which is supposed to be ok).

If this validates "they", then B is better than C since it's much more concise.

What do you think?

C changes the meaning. "there is no rise possible in" # "they are unable to raise". "possible" is bad

Why comma (,) is not used in choice B before and. I think B should have been as follows:

when short-term rates rise, and they are unable to raise
