IMO, B is correct.
The structure is:
The company that owns nearby mines.... did not extract oil.....and on hearing.... made an offer.........
"did not extract" and "made an offer" should be parallel.
In addition, past perfect tense is not necessary.

Wrong parts are in red.

(A)The company that owns nearby mines had not previously extracted oil from shale deposits , and on hearing

(B)The company that owns nearby mines did not previously extract oil from shale deposits , and on hearing
Seems correct.

(C)The company owning nearby mines had not previously extracted oil from shale deposits , but on hearing

I'll go with opt-in C as mentioned by the reasoning given above. But I'll try to add value with a few examples :-


The sentence needs the word "but" to bridge, to explain the reason for the second part of the sentence.

it had been tough living in this neighborhood, but on the moving in of a local minister, things have improved. The word

but helps explain the second part.

At first, I thought OA should be C cause we need contrast idea, so "but" is more appropriate than "and". But I changed my mind to B cause I don't see past perfect tense in C is necessary. Normally, past perfect tense goes with signal words or a specific time in the past that we don't see here.

That question is built perfectly.

Anyway, OA is the best among other options.

As i read this sentence, i see that the logical conjunction to be used is but. C wins hands down.

I will go with C straight away for two reasons

1."but" connects the contradiction better
2. IT makes the whole sentence clearer than any other option does( meaning based approach).

Having said that, can I say "previously is redundant in all options since a past verb already exists in each of the options.

Hi @veritasKarishma/ Any verbal expert,

can we use previously and Had+V3(Past Perfect) simultaneously as previously already defined the sequence in the sentence.
