OFFICIAL EXPLANATION:


This is a Tense/Timeline problem for which you’ll want to find the logical order of events. The sentence gives a big clue by, outside of the underline, mentioning that the seismological events took place a billion years “earlier”. So the order is that there were once seismological events, then later (but still in the past) the basin was transformed. This means that A is incorrect, as the “had been” tense puts the basin transformation earlier than the seismological events. C is also incorrect, as “has been” indicates that the transformation is still going on, but the sentence is clear that the last ice age is in the past. Choice D also uses “has been”, so it is wrong, too. Choice E also botches the timeline by leading with the modifier “during the last ice age”, suggesting that all events happened in that one timeframe. Choice B is correct, as it uses the proper timeline, putting the seismological events further back in time with “had been”.

B is actually a very clear, distinct and correct answer to this question.

All other options either twist the meaning or don't make any sense.

Here, past event happened earlier to another past event. So , we have to use had been .

c and D are wrongly using has been whic is wrong ----eliminate them.
now A,B,E

We know that seismological events happened before the past event so had been should be used here.
But,
A is using had been in the wrong place which is tense error. Eliminate A
Left with B and E.

E distorts the meaning by modifier which is telling that everything has happened at same time(During the ice age).
B is the left over choice so pick it....The choice is using had been correctly
So B is the Winner.
