Why cant A be the answer. Because the non underlined part is in the passive voice - According to the latest issue of Traveller magazine hence the answer must also be in the passive voice. B and C uses Had (Past perfect for a action that took place in the 2nd sequencing which is incorrect ) D and E uses active voice and So A is the answer. Please correct me if I'm wrong. Thank you.
I don't think the issue is so much more about passive vs active. Passive can also be right in case there are no other grammatical errors. But all choices except D have errors of verbs.
(A) that were conducted by the tourism departments of Mauritius and Seychelles established -- Incorrect. Publicity campaigns were conducted first and whatever they established came later. We need to appropriately convey this sequence. Here we have "were" and "established", which are both simple past verbs and it isn't clear whether these two were simultaneous actions or one came after another. A better phrasing would be "that were conducted by X have established" (present perfect would convey that whatever they establish is still relevant). Anyways, eliminate this. Also this sentence choice has a fragment issue.
(B) that were conducted by the tourism departments of Mauritius and Seychelles had established -- Completely illogical. "had establish" cannot come first as the past perfect usage conveys. Eliminate.
(C) that had been conducted by the tourism departments of Mauritius and Seychelles had established -- Eliminate. Both the actions cannot be in past perfect.
(D) conducted by the tourism departments of Mauritius and Seychelles have established -- Error in A fixed by the usage of present perfect to convey the 2nd action of "establish". Correct choice.
(E) conducted by the tourism departments of Mauritius and Seychelles established -- Same as A, except relative clause has not been used and instead past participle has been used. The main verb here is "established", which is simple past. The trouble with simple past, it doesn't really gel with the opening modifier "according to the
latest issue". One would presume that the act of "establish" still has an effect and hence present perfect is preferred over simple past.
