This question is based on Diction.

The words ‘effecting’ and ‘affecting’ in Options A and C change the meaning of the sentence. ‘Effecting’ means ‘bringing about’ or ‘causing’. ‘Affecting’ means touching’. Neither word can be used to describe “Arms talks” in this sentence. So, Options A and C can be ruled out.

The preposition ‘between’ is used when there are two things under discussion. Since there are more than two countries under discussion, Options B and E can be ruled out.

Option D contains the appropriate prepositions ‘in’ and ‘among’ and the appropriate adjective ‘effective’. This option is also the most concise. Therefore, D is the most appropriate option.
