My answer is (C). It took me 01:37.

I am pretty sure that (B) is meant to be: both on the enforcement of regulations and on recreational activities. Otherwise, (B) is too easy to rule out.

(A) In "both X and Y", it is critical to maintain the parallelism between X and Y. In this option, "the enforcement of regulations " and "recreational activities being available" are not strictly parallel. In addition, if we can remove "being" in "being available" and still maintain the same meaning, we should get rid of "being" for the sake of efficiency.

(B) As written, it is super easy to rule out as it lacks "and" to pair with "both". By adding the missing "and", however, we have:
... both on the enforcement of regulations and on recreational activities...
This version is much better, but in comparison with option (C), we determine that (C) has better parallelism and clearer meaning.

(D) "Enforcement of recreational activities" does not make sense.

(E) We need "both ... and" as opposed to "both ... in combination with".

(D) on the enforcement of both regulations and recreational activities -> "both regulations and recreational " is not parallel. Incorrect.

(E) on both the enforcement of regulations in combination with available recreational activities -> "in combination with available.." incorrect.

Error Analysis:- Original sentence has parallelism issue. Plus, Usage of being seems to be wrong.

Incorrect. As explained above.

Incorrect. With "both" we need to have two elements linked. Plus, it is also changing the intended meaning.

(C) on both the enforcement of regulations and the availability of recreational activities
Correct.

(D) on the enforcement of both regulations and recreational activities
Incorrect. Changes the intended meaning. We can't enforce recreational activities rather their availability

(E) on both the enforcement of regulations in combination with available recreational activities
Incorrect. "both" and "in combination with" is redundant.

ramlala - Answer choice D is clearly incorrect because it conveys a nonsensical meaning. Please note that the sentence is grammatically correct, but it has a meaning issue. The survival depends on two things: enforcement of regulations and two availability of recreational activities. Answer choice D conveys a nonsensical meaning that survival depends on two things: enforcement of regulations and enforcement of recreational activities. Enforce recreational activities? Nah!

Correct idiom is used both X and Y. Parallelism in correct, nouns used in both cases/parts. Option C is correct.

(D) on the enforcement of both regulations and recreational activities
Trap Option. The enforcement of recreational activities does not make sense here.
The whole sentence could be incorrectly read is the following way - The survival of many endangered species of fish in our rivers depends on both the ... being available apart from fishing.
Here, one might think 'on both and being available' are supposed to be together and this has been modified in Option D as 'on the enforcement of both' instead of 'on both the enforcement of'. However, this is not the case.
Drop Option D.

C is the correct answer as it makes enforcement parallel to availability
