out of 100%, 24.6% are not eligible to vote, so 75% are eligible to vote. 16% is within the age 24-35 and eligible to vote. 16% as percentage of eligible voter, that is 75% is \(100*\frac{16}{75}\) nearly equal to 21%
Next, only 58% voted in the age bracket 24-35, so 58% of 16% as a percentage of eligible voters is \(\frac{58}{100}*\frac{16}{75}*100=12.3%\) or 12%

Unlike first question, here it is not mentioned about selecting from the pool of eligible voters. so we should look at whole population right? Percentage of population who are 25 to 34 and voted is = 16.1% * 58% (approx) = 9.3% close to 10. Did I miss something here?
Should we consider the first condition to apply for both questions?

The sentence: "If a citizen... was selected" applies to both the parts of the question. The question phrases also include the term citizen and it refers back to the initial starting phrase as no other citizen is mentioned to which it can attributed to. Had sentence correction still been a part of GMAT this would've been clearer.
