Probability of total not more than 3 = Probability of getting sum 2 or 3

Cases for sum 2 = (1,1) = 1
Cases for sum 3 = (1,2) (2,1) = 2

Total possible outcomes = 6*6 = 36

Probability = 3/36 = 1/12
