I think this the explanation isn't clear enough, please elaborate. Please help what category is the question belongs to ?

Is it a weaken, strengthen etc question type. The question stem is unclear to me,.

This is a weaken (except) type question. The stem means:
Which of the following does not weaken the author's conclusion?

If I'm not wrong the word board in the last sentence of this question
This examples shows that the federal minimum wage should not be raised, because it will cause low wage jobs to be lost across the board.

must be border.

must be border.

"Board" is alright - "across the board" means "at all levels". There is no context of country/state in this question - so I am not sure why "across the border" comes to your mind.

That is correct - B undermines the author's conclusion. A does as well and so do C and D. However, for the correct answer, we are looking for the option that does NOT undermine :angel:
It is easy to get lost in the options and question depending on the phrasing. This question has a double negative - Which option does not undermine. Not Undermine, means does not harm it (does not mean support however)

Which of the following is not a reason to question the author’s conclusion?

Only answer choice E does not undermine the answer.

P.S. As I was solving this question again, I got lost in the words and negatives crossed, and almost picked D myself even though it undermines - it is easy to get tricked by our own minds.
