Proponents of affirmative action, including most university presidents, need only cite declining minority enrollment in universities in California and Texas, the two most populous states, to support their cause.

A. Proponents of affirmative action, including most university presidents, need only cite declining minority enrollment in universities in California and Texas, the two most populous states, to support their cause.

B. Most university presidents who are proponents of affirmative action need to support their cause by only citing that declining minorities are enrolling in universities in the two most populous states of California and Texas.

C. In order for proponents of affirmative action, which include most university presidents, to support its cause, they need only to cite the decline in minority enrollment in universities in California and Texas, the two most populous states.

D. Minority enrollment in universities in California and Texas, the two most populous states, are declining, and proponents of affirmative action, including most university presidents, only need to cite this fact to support their cause.

E. University presidents, including those in California and Texas, the two most populous states where declining minorities are enrolling in universities, should cite these facts and support their cause as proponents of affirmative action.

Hi chetan2u, GMATNinja

For Option A - "need only to cite" is correct usage or "need only cite". I eliminated Option A because "to" was missing.

A. Proponents of affirmative action, including most university presidents, need only cite declining minority enrollment in universities in California and Texas, the two most populous states, to support their cause. CORRECT

B. Most university presidents who are proponents of affirmative action need to support their cause by only citing that declining minorities are enrolling in universities in the two most populous states of California and Texas. Changes meaning. Minority enrollments are declining and not the declining minorities are enrolling.

C. In order for proponents of affirmative action, which include most university presidents, to support its cause, they need only to cite the decline in minority enrollment in universities in California and Texas, the two most populous states. No antecedent for its, pronoun error.

D. Minority enrollment in universities in California and Texas, the two most populous states, are declining, and proponents of affirmative action, including most university presidents, only need to cite this fact to support their cause. Subject verb error

E. University presidents, including those in California and Texas, the two most populous states where declining minorities are enrolling in universities, should cite these facts and support their cause as proponents of affirmative action. Changes meaning. Minority enrollments are declining and not the declining minorities are enrolling.

Thank you for such a brief explanation!

Actually it "need only cite" is correct here .. though I still have reservations on this usage...

"Need only cite" - is UK usage not USA usage... But this looks like a law or some sort of USA so I'd be skeptical about it... Try to look for other eliminating points ..

Difference between UK English and USA English

Excerpt from the link
"When Americans want to express a lack of obligation, they use the helping verb do with negative not followed by need. “You do not need to come to work today.” Brits drop the helping verb and contract not. “You needn’t come to work today.”
