can someone explain more fully why its not E?

We need to weaken the captain's plan.
The plan is to reduce the speed and conserve fuel

A)His ship has already averaged a much slower speed than it had planned for, and so the passengers will be disappointed with their late arrival.
This one here talks about disappointment of passengers and nothing about fuel --out !

B)The last leg of the journey is known to be the most treacherous leg of the trip.
again no mention of the plan --out !

C)There are no fuelling stations between the ship’s current location and its destination.
This one here talks about the first part of the plan -no fuelling stations can be linked to conserve fuel .
This in fact strengthens the plan somewhat. --out !

D)Rate of speed is not a substantial determinant of the amount of fuel a vessel uses.
This one perfectly weakens the plan --speed is not a substantial determinant of the amount of fuel a vessel uses

E) Regardless of the rate at which the captain travels for the remainder of the trip, the ship will not come close to making its predicted arrival time.
The first part of the statement talks about the rate and has word such as regardless , but the second half talks about predicted arrival , since it is already known that the ship is late and the statement does nothing to offer any explanation on --conserve fuel ---out !

can someone explain more fully why its not E?

though i i also marked E...let us find out conclusion - captain will not succeed in achieving desire result is reduce speed to minimize fuel consumption[b]/b]

well E is nothing but restatement while D is attacking on conclusion & de-link the assumption of captain i..e speed is not the deciding factor to control uses of fuel .

hence will not achieve desired result.

I don’t understand this question at all if the goal is to get home today and E says regardless of the speed they won’t get home . How’s that not a reason . D just states that the speed doesn’t affect the fuel so they could increase their speed and the fuel won’t come down I bet they can still get home .

Plan: Reduce the speed
Aim: Conserve fuel to reach home today

Implying that if they do not conserve fuel, they will not reach home today. (D) says that your plan (reducing speed) does not help conserve fuel. This means the plan is likely to fail.
Hence (D) is correct.

The predicted arrival time in (E) is what was the indicated arrival time of the trip. Say the brochure said "It will start on Monday at 9:00 am and will be back on Wednesday at 6:00 PM"
So predicted arrival time is 6:00 PM on Wednesday. But that is irrelevant now. The point is just to reach home today, even if at 11:00 PM.

With non-official question, focus on the logic, glean what you can from it and move on. Don't dwell too much.
