The bigger problem with this question was..what is the value of nickel,pennies or dimes... 
Let there be p pennies, n nickels and d dimes so we need to find p:d

St 1...Does not tell us anything about pennies... Clearly not sufficient..Option A and D ruled out
St 2 says, $7 in piggy bank...Multiple combinations possible with different ratio of p:d..not sufficient Option B ruled out

Now combining we get $7 and ratio of n:d as 3:2...again...there can be many combination possible to get 7$ in piggy bank..

Ans is E

For example, there may be 3 nickels, 2 dimes, and 665 pennies in the piggy bank (this keeps the ratio of nickels to dimes at 3:2 and totals to $7). Alternatively, there may be 30 nickels, 20 dimes, and 350 pennies (this also keeps the ratio of nickels to dimes at 3:2 and totals to $7). In these 2 cases the ratio of pennies to dimes is not the same.

The correct answer is E.
