Information from Question Stem & Set up
(Front)-----Terry------?------John------(Back)

I assigned variables to see if it was possible to obtain just the middle value.
From the starting position to Terry = x,
the people in between = y,
from John to the last position in line = z

(Front)--x---Terry------y------John---z---(Back)

We can derive an incomplete equation of x + y + z = T (where T is the total number of people in the line)

Target Question: y = ?

Analyze Statements
1) Equation: x + y = 24 ==> INSUFFICIENT
2) Equation: y + z = 28 ==> INSUFFICIENT

Combined) We have two unique equations but that's still an insufficient number of equations/information to solve.

To elaborate: y = 24 - x = 28 - z --> we'd still be left with x and z in the equation ==> INSUFFICIENT
