From the 1st statement, we get that Q=50. But we have no information about V and hence can't find out the raw score. Thus, insufficient.
From the 2nd statement, we are given than V=(1/5)(2/3)Q
However, we have no information about neither if their actual values. Thus, insufficient to find the raw score.
Combining 1 and 2, we can find the raw score. Hence, C

I think this is a small miscalculation in highlighted part. The calculation should be as follows

V = (1/5)(2/3)Q + (2/3)Q
Yes sorry. The equation should have been V=(1.2)(2/3)Q
