C) Hydraulic tools are unlikely to complicate an already dangerous situation in the way that more traditional tools often did... this means hydraulic tools does not complicate the danger in the way traditional tools did BUT it does complicate in some other manner..  
D) Hydraulic tools are able to quickly and efficiently repair structural damage to vehicles involved in collisions.. not concerned with repairing...

In these kind of question we need to look for a choice which takes passage to logical conclusion.
Now the author has given following as reasons why Hydraulic tools are preferred:
1. Traditional tools could cause additional structural damage or create sparks.
2. Hydraulic tools are less frightening to crash victims.

So the line of thinking is Traditional tool cause additional structural damage and creates spark so frightening to crash victims while hydraulic tools are less frightening to crash victims.
Another reason in the same line should be the answer.

Choice A is taking about the function but not why using one hydraulic is better than using two traditional tools so can not be the answer.
