D uses “has been” which is present perfect continuous and the sentence given uses entirely the past tense.

What is as remarkable as Shostakovich's writing of a caustically satirical musical in the Soviet Union of the 1950s was the fact that then-premier Nikita Khrushchev allowed the show to be produced.

A. What is as remarkable as Shostakovich's writing of a caustically satirical musical in the Soviet Union of the 1950s
What is as remarkable as...use of present tense creates an illogical meaning that the writing of satirical musical is remarkable right now. e.g. sun is shining means sun in shining right now. However, the intended meaning of the sentence is different.
B. The thing that has been as remarkable as Shostakovich's writing of a caustically satirical musical in the Soviet Union of the 1950s
Has been (present perfect continuous) is used to denote actions that started in the past but are being continued in the present. Incorrect as per the intended meaning of the sentence.
C. No less remarkable than Shostakovich's writing of a caustically satirical musical in the Soviet Union of the 1950s
Process of elimination leaves choice C as the correct answer. If we cut the crap in the sentence:
No less remarkable than Shostakovich's writing of xyz was the fact that then-premier Nikita Khrushchev allowed the show to be produced. Correct use of idiom in no less than, correct use of past tense in was.

D. Shostakovich's writing of a caustically satirical musical in the Soviet Union of the 1950s has been no less remarkable than
Same reason as mentioned in B.
E. Shostakovich's writing of a caustically satirical musical in the Soviet Union of the 1950s has been no less remarkable as
Same reason as mentioned in B.
