I, like everyone else, chose C, however, on second thought I agree with A but do not see any reason to cross C.

Existing infrastructure and transportation systems put these states in a position to adapt quickly and _________.
A begin manufacturing materials and finished renewable energy products.
C regain jobs lost due to a slowdown in the manufacturing industry.

the "adapt quickly" there clearly emphasizes that begin manufacturing needs to come. However, this would be more like fill in the blank approach and not really countering the argument.

C nails the argument but is not very consistent with the sentence flow ----> let's read the sentence; TS puts these states in a position to adapt quickly and regain jobs. clearly u want to say adapt quickly and start production and then consequently you would regain jobs.

i went with C, but it requires something intermediate...so A is Correct
