"and partly because the Chinese Diaspora is projected to increase substantially over the next decade." non-underlined part gives us clue that parallelism should follow before and after "and". Keeping this in mind, we can easily eliminate A and B.
Among C, D and E only E follows a clause after "because" that is the same in non-underlined part. C and D out
answer should be E

In recent years, many prominent consumer goods retailers have increasingly invested in Mandarin-language marketing, in part that their Chinese branches should acquire new customers and partly because the Chinese Diaspora is projected to increase substantially over the next decade.
Looking at the none underlined portion of the sentence, the conjunction 'and' is followed by 'partly'. It means there is a list parallelism and implies that the underlined portion should also include 'partly' based on the context of the sentence.
Because usage:
'Because of' is a preposition. So it should be followed by a noun.
