Low UG CGPA: there's nothing you can do to change it, but you should provide the explanation in the optional essays for each school. Whether the AdCom accepts it, that's the risk you have to take.
No international experience: This is overrated in the admissions process. You do not need this to get accepted by these programs.
Will probably need to compete with competitive Indian pool: Yes, but this is another thing you can't change about yourself. You simply need to focus on the areas about your background that help make you different. A focus on energy is really interesting. The same goes with your upbringing in poverty.
Already have an MBA: If an MBA program will consider students with a prior MBA, then it should not be a disqualifying issue. You just have to prove the case why and how a second MBA is necessary/desired for you to achieve your career goals.
The cost since I can't afford MBA. Ready to take the no-cosigner loan though: you should look at a broader range of programs so you can put yourself in an even better position to receive scholarship money. You may also want to apply for third party/external scholarships to help defray the costs.
