I think E would have been right if not for the tense.

This questions tests tense, not the application of not only-but also....
E is wrong because it's not clear who harassed the co worker

In my opinion this question narrows down to the options "C" and "D" as we are looking for the correct idiom "not only".... "but also".

Between C and D I chose D because in my opinion this keeps the sentence structure parallel.

MANHATTAN REVIEW OFFICIAL EXPLANATION:



This sentence involves another common idiom: not only, but also. The idea here is not only to convey comparison, but also to emphasize. Choice C is the correct answer.
