I am not sure if they have enabled it for waitlisted applicants. They mentioned it was to help one make their decision to accept Darden’s offer.

Taking the gre is the best, it is not at all as tough as the GMAT and has a lower average

Lots of work accolades / awards (#1 out of peer group multiple times)
Casual volunteer work, nothing major
LORs from military O5 / O4 bosses

Using a military-funded program for MBA while still active duty. Darden gets a fair share of admits from this program. Usually 1 or so every class or 2.
