My Answer: C

The first point of conflict is between is one that and is an organisation. I think is an organization is better as it conveys the intended meaning. So, B, D, E are eliminated.
Option A: public interest having at least three founders conveys the illogical meaning that public interest has founders. Hence, incorrect.
